To the extent possible, staff strive to complete surface treatments, in addition to <br />spot repairs to address community concerns about driving experience. Staff anticipate that the next SB 1 <br />funded pavement project will be put out to bid in late summer 2025, and the City Council would consider <br />the award of the contract in late fall 2025. Construction is expected to begin in spring 2026. <br />EQUITY IMPACT STATEMENT <br />Based on mileage, 28 percent of the identified street segments are located in an Equity Priority <br />Community (EPC) as designated by the Metropolitan Transportation Commission (MTC). Previous analysis <br />has shown that roughly 25 percent of Redwood City’s street mileage is located within an EPC. This means <br />the percentage of streets in EPCs for this project list reflects or slightly exceeds the percentage of streets <br />in EPCs citywide. The City Council will receive a staff report with a project-specific equity analysis for each <br />funded project when construction contracts are awarded. <br />FISCAL IMPACT <br />Adopting a resolution identifying the proposed projects list for the City’s FY 2025-26 Roadway Pavement <br />Management Program would have no impact on the General Fund. The estimated $2.26 million in RMRA <br />revenues and project expenditures were appropriated as part of the FY 2025-26 Capital Improvement <br />Program budget. These funds would add to the City’s other funding sources for road maintenance and <br />rehabilitation. Approval of the recommended action would have no impact on the General Fund. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA), as defined in CEQA <br />Guidelines, Section 15378, because the RMRA fund allocation listing process has no potential for resulting <br />in either a direct or reasonably foreseeable indirect physical change in the environment. CEQA review for <br />any paving project would take place prior to the award of a construction contract. <br />6.G. - Page 5 of 11 <br />193
