Page 3 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />This is an opportunity to establish a community vanpool program within the Bay Area that will reduce <br />traffic congestion, improve essential workers’ quality of life, and significantly reduce vehicle-related <br />emissions. <br />Staff recommend that the City Council authorize the attached resolution for the Long-haul Community <br />Vanpool program grant documents. The grant request of $500,000 will fund planning, design, operation, <br />and management of the vanpool program over a one-year term. The grant application will be submitted <br />electronically on the due date of August 1, 2025. <br />EQUITY IMPACT STATEMENT <br />Equity and/or inclusion will be considered in the development of the proposed program grant application <br />for the Long-haul Community Vanpool Program. This proposed program aims to serve essential and <br />service sector workers who work in Redwood City, with a focus on Downtown Redwood City, Friendly <br />Acres, Redwood Village, and unincorporated San Mateo County’s North Fair Oaks neighborhoods. <br />Participation is primarily based on job type, with a focus on serving the essential and service sector <br />workforce. By offering free vanpool service for one year, the program will provide a vital new <br />transportation option. Its mission is to improve the quality of life for these workers and their families, <br />helping them better access the opportunities of the Bay Area, despite challenges related to income or the <br />constraints of the job sector. <br />The implementation partner, Manzanita Works, would take the lead in identifying participants and <br />running the program by conducting outreach to essential and service sector employers in Redwood City <br />and working with local business associations. Routes will be established through collaboration with <br />essential employers in Redwood City, such as County of San Mateo, Redwood City School District, Sequoia <br />Union High School District, health care providers, family care providers (childcare, elder, dependent), food <br />service workers, and first responders. The program goals include: provide congestion relief, increase <br />sustainable transportation options, promote cost savings for income-qualifying participants, and <br />encourage economic development opportunities. <br />Any TDM measure implementation and alternative transportation improvement in Redwood City will <br />directly benefit essential and service workers by improving access and mobility options. Many service <br />workers are disproportionately people of color. The Long-haul Community Vanpool Program will conduct <br />an annual survey of the program participants to measure the impact of the program. <br />FISCAL IMPACT <br />This program does not have a General Fund impact. The local match required for the grant program will <br />be funded from the existing budget for the Development and Implementation of a Transportation <br />Management Association in Redwood City within Fund 683, Parking In-Lieu Fees paid by developers. <br />6.B. - Page 3 of 7 <br />22
