Sewer System Management Plan licensed for Redwood City use only Page 1 of 59 <br />Introduction <br />This Sewer System Management Plan (SSMP) or “Plan” has been prepared for the City of Redwood City (City) with <br />technical assistance from Fischer Compliance LLC with the goal of meeting and exceeding compliance with the State <br />Water Resources Control Board 2022 General Waste Discharge Requirements, Order WQ 2022-0103-DWQ for <br />Sanitary Sewer Systems (referred to throughout this document as the WDR). The City provided all details, <br />information and institutional insights for preparation of the SSMP. The document has been developed to meet the <br />size, scale, and complexity of the City, serving as a “living document” used as a tool for managing and operating the <br />City's sanitary sewer collection system. Additionally, the latest 2024 Sewer System Management Plan Guidance <br />Manual published by the Bay Area Clean Water Agencies (BACWA) was utilized as a model for development of the <br />document to harmonize formatting/content and incorporate recommended suggested guidance wherever possible. <br />The City’s commitment to meeting or exceeding regulatory requirements, along with its proactive approach to <br />operation and management of the collection system, has served it well, as evidenced by the system’s performance <br />relative to other agencies in the region and the state. <br />Figure 1 provides key spill metrics, including data comparing the City’s spill record with state and regional system <br />data for the five-year period of April 2020 through April 2025.
