Introduction <br />City of Redwood City (0011239.02)1-8 Woodard & Curran, Inc. <br />Sanitary Sewer Capacity Master Plan November 2023 <br />developed in Tasks 4 and 5. The model was calibrated for dry and wet weather conditions using the flow <br />monitoring data collected under Task 3. A TM was prepared to summarize the basis for model construction <br />and calibration. <br />•Task 7 – Evaluate System Hydraulic Performance. The model was used to determine collection system <br />capacity requirements and identify capacity deficiencies under peak wet weather flow conditions, defined based <br />on a design storm and system performance criteria developed in Task 5. Areas of the system with high rates <br />of infiltration/inflow (I/I) were identified, and the potential for eliminating needed capacity improvements by <br />reducing I/I was assessed. <br />•Task 8 – Develop Capacity Relief Projects. Potential solutions to capacity deficiencies were identified and <br />tested in the model, and capacity improvement projects were developed based on these analyses. <br />•Task 9 – Develop Sewer System Capital Improvement Program (CIP). Cost estimates were prepared for <br />each of the capacity improvement projects. Projects were assigned priority rankings based on design storm <br />deficiency and flow confirmation levels, and a phased CIP was prepared. <br />•Task 10 – Prepare Master Plan Report. This report was prepared to present the results and recommendations <br />of the study. <br />An amendment to the Master Plan agreement was executed in November 2022 and included several additional tasks, <br />including update of development projections; update of the model network to incorporate recently constructed projects; <br />additional review of the City’s sewer engineering standards; and an analysis of diversity, equity, and inclusion <br />considerations for the recommended capacity improvement program. <br />1.5 REPORT ORGANIZATION <br />The contents of each of the chapters and appendices of this Master Plan report are described below. <br />Executive Summary <br />The Executive Summary provides a brief, stand-alone summary of the Master Plan report, with emphasis on the major <br />findings and recommendations. <br />Chapter 1- Introduction <br />This introductory chapter provides background information on the objectives and scope of the Master Plan, the City’s <br />sewer system and service area, and the contents and organization of this report. <br />Chapter 2 – Hydraulic Model Development and Calibration <br />This chapter describes the modeled sewer system, the flow monitoring program and basis for estimating model flows, <br />and the calibration of the model for dry and wet weather conditions. <br />Chapter 3 – Capacity and I/I Assessment <br />This chapter defines the basis for the capacity assessment of the system, including the selected design storm and <br />performance criteria and describes the identified capacity deficiencies based on the model results. The chapter also <br />identifies areas of the system with high I/I and provides recommendations for future flow monitoring to focus those <br />efforts. <br />Chapter 4 – Recommended Capacity Improvement Program <br />This chapter presents the recommended capacity improvement projects.
