Hydraulic Model Development and Calibration <br />City of Redwood City (0011239.02)2-9 Woodard & Curran, Inc. <br />Sanitary Sewer Capacity Master Plan November 2023 <br />2.3.2 Base Wastewater Flow <br />Residential and non-residential base wastewater flows were estimated using information compiled at the parcel <br />(subcatchment) level, as described below. <br />2.3.2.1 Existing Flows <br />Existing BWF was determined based on sewer accounts and water consumption data provided by the City. The data <br />also included parcels in Emerald Lake Heights and the two smaller County SMDs that are served by Redwood City. <br />Metered water use during the winter months most closely approximates wastewater generation, since outdoor water <br />use is at a minimum. Therefore, meter readings during the 2018/2019 winter season were used as the basis for <br />estimating residential and non-residential BWF. Data for permitted dischargers in Redwood City were provided by SVCW <br />and used to estimate BWF for those users. For Fair Oaks SMD, actual data from the County’s permanent meter were <br />used. <br />2.3.2.2 Future Flows <br />Although the City is largely built out, there is considerable new development and redevelopment projected, particularly <br />in the Downtown area. To support this Master Plan, planning staff of the City’s Community Development Department <br />provided detailed listings of developments “in the pipeline”, as well as parcels reasonably anticipated to experience <br />redevelopment within the next 20 years based on the City’s General Plan and Downtown Precise Plan. Appendix C <br />includes a listing of all of these projected future and potential developments (not including those located in the Redwood <br />City portions of the Fair Oaks SMD). Note that over the past few years since the original list was provided in September <br />2019, some of the projects have already been constructed. However, since the existing model scenario is based on the <br />2018/19 winter season, these recently constructed projects are shown as near-term future projects in this report. The <br />City will be updating the model in the future on a periodic or as-needed basis to incorporate changes in development as <br />well as new sewer improvements. <br />Figure 2-7 and Figure 2-8 show the locations of planned (“near-term”) and potential (“long-term”) developments. <br />Although the long-term developments may not be specifically defined at this time, it is important to include the best <br />possible estimate of maximum future development in order to plan for and size new infrastructure appropriately. <br />For Fair Oaks SMD, future flows derived from the Fair Oaks SMD model developed by the County in 2021 were input <br />to the Redwood City model directly. The Fair Oaks SMD model includes potential future developments in Redwood City <br />tributary to the Fair Oaks SMD system, as well as other developments identified by the County.
