Recommended Capacity Improvement Plan
City of Redwood City (0011239.02)3-18 Woodard & Curran, Inc.
Sanitary Sewer Capacity Master Plan November 2023
3.4.1 Potential I/I Reduction
Based on the results of the capacity and I/I analyses, an evaluation was conducted to identify the potential for eliminating
(or substantially reducing) needed capacity relief projects through reduction in RDI/I flows. Specific flow meter areas
located upstream of capacity relief projects were identified, focusing on reasonably small upstream basins. The hydraulic
model was used to evaluate the capacity impact of a modest 30 percent RDI/I reduction in selected flow meter areas.
Although the amounts of RDI/I reduction may vary widely from area to area, 30 percent reduction is a generally accepted
value in the industry considered to be reasonably achievable through comprehensive rehabilitation of sewer mainlines
and lower laterals in these areas. Table 3-5 lists the projects that could potentially be eliminated or reduced in size
based on achieving 30 percent RDI/I reduction in targeted upstream flow meter areas. This information is provided to
suggest areas of potential focus for future I/I reduction activities. However, this Master Plan focuses on capacity
improvement projects rather than I/I reduction because of the greater uncertainties, potentially higher costs, and
institutional challenges associated with implementing comprehensive sewer rehabilitation projects to reduce I/I.
Table 3-5:Potential Elimination of Capacity Relief Projects through RDI/I Reduction
`
Project
ID Location
Flow Meter Areas
Targeted for 30%
RDI/I Reduction
Comments
C7
Winslow St. (Standish St. to Brewster Ave.),
Brewster Ave (Winslow St. to west of
Veterans Blvd.)
FM02 Reduces pipe sizes
C8 Whipple Ave. (Woodstock Pl. to Arguello St.)FM02 Project no longer needed
C9 Brewster Ave. (Hudson St. to Arch St.)FM05
Upstream portion (62% of
project length) no longer
needed
C11 Jefferson Ave. (Myrtle St. to Iris St.)FM07
Upstream portion (67% of
project length) no longer
needed
C14 Roosevelt Ave. (Valota Rd. to Hudson St.)FM13 Project no longer needed
C18
Truman St., McGarvy Ave., Fairview Ave.,
Roosevelt Ave. (southeast of McGarvy Ave. to
Roosevelt Ave.)
FM13
Project no longer needed
C19 Carson St. (Dewey St. to southeast of
Roosevelt Ave.)FM13 Project no longer needed
C22 Jefferson Ave. (Ruby St. to Quartz St.)FM07 Project no longer needed
ATTY/RESO.0077/CC RESO SEWER SYSTEM MANAGEMENT PLAN - EXHIBIT A
REV: 07-14-25 LF
