The Audit meets and exceeds compliance with the Reissued WDR
(State Water Board, Water Quality Order No. 2022-0103-DWQ, AIachment D-10 and
Specifica[ons 5.4). The Audit shed light on many exis[ng and successful best prac[ces and
presents addi[onal areas to address with the Reissued WDR.

Detailed desktop and field reviews incorpora[ng USEPA/Water Board Compliance Evalua[on
Inspec[on (CEI) procedures, including comprehensive interviews with management and field
staff were relied upon for genera[ng the Audit findings and best prac[ce recommenda[ons.
With comple[on of the Audit, the City becomes one of the few leading systems to be
comprehensively evaluated under the Reissued WDR ahead of the required deadline.

We recommend u[lizing the SSMP Audit developed in checklist format as a roadmap for
improving SSMP compliance, implementa[on, and effec[veness. The City should complete
Appendix 4 (SSMP Implementa[on Plan/Schedule) as soon as prac[cal for addressing necessary
improvements to reduce spills and poten[al enforcement exposure.

We look forward to con[nued compliance support for the City wherever required.

Sincerely,

James Fischer, P.E.
Principal, Creden5aled U.S. EPA NPDES Compliance Inspector

ATTY/RESO.0077/CC RESO SEWER SYSTEM MANAGEMENT PLAN - EXHIBIT A
REV: 07-14-25 LF
