Sewer System Management Plan licensed for Redwood City use only Page 8 of 59 <br />There are approximately 18,452 active service locations connected to the City’s sewer system. The property <br />owner is responsible for installation, maintenance and repair of the upper private sewer lateral(s). The City <br />is responsible for the lower lateral, the portion of a building sewer located in the public right-of-way which <br />extends from the City main to the property line or limit of public right-of-way or easement, estimated at <br />approximately 109 miles. The City estimates that approximately 6.9% of the system is in easements and <br />backyards totaling 12.5 miles of the total sewer system. The City experiences some challenges in accessing <br />laterals within the easements and backyards, such as when private property owners build structures or <br />improvements over easements. When such instances are found, the City works with the property owner to <br />correct and restore access to the system. <br />The City is a member of the regional wastewater agency, Silicon Valley Clean Water (SVCW), which provides <br />conveyance and treatment of flows from its member agencies. The main portion of the City’s collection <br />system conveys flow to SVCW’s Maple Street Pump Station, where it is pumped to the SVCW Wastewater <br />Treatment Plant (WWTP) in Redwood Shores. Flows from the Seaport/Pacific Shores area can be discharged <br />to the Maple Street Pump Station or directly to SVCW’s conveyance system, or partly to both locations, <br />depending on valve settings with the system. In the Redwood Shores area, however, the City’s collection <br />system conveys flow directly to the SVCW WWTP. <br />Figure 3 contains a map of the City’s sanitary sewer system service area along with areas satellite to the <br />City system. The City has entered into agreements with six satellite agencies that allow wastewater from <br />those agencies to flow through the Redwood City collection system to the SVCW treatment facilities. These <br />agencies are Edgewood Sewer Maintenance District, Emerald Lake Heights Sewer Maintenance District, Fair <br />Oaks Sewer Maintenance District, Kensington Square Sewer Maintenance District, Oak Knoll Sewer <br />Maintenance District, and Woodside Town Center Sewer Assessment District. <br />The City maintains up-to-date system maps.
