D-4) <br />“The Plan must include the items listed below that are appropriate and applicable to the Enrollee’s <br />system.” <br />4.1. Updated Map of Sewer System <br />WDR REQUIREMENTS <br />Att. D-4.1 (pg. D-4) <br />“An up-to-date map(s) of the sanitary sewer system, and procedures for maintaining and providing State <br />and Regional Water Board staff access to the map(s). The map(s) must show gravity line segments and <br />manholes, pumping facilities, pressure pipes and valves, and applicable stormwater conveyance <br />facilities within the sewer system service area boundaries.” <br />COMPLIANCE <br />The City maintains comprehensive maps of its collection system, which are made available to the public <br />upon request. To keep the maps current, the Engineering and Transportation Department provides as-built <br />information from City projects and private developments within 90 days of receipt of a Completion of <br />Project Development document to the Geographic Information System (GIS) Division of the City’s <br />Information Technology Department. In addition, if Wastewater Division staff discover inaccuracies, the <br />findings are logged and forwarded to the GIS Division. Staff are able to use a red line feature in Hiperweb <br />to mark the inaccuracy, which is then provided to the Utilities Field Supervisor for submittal to the GIS <br />Division for map updates. Information updates are entered into both the City’s computer-aided design <br />(CAD) and geographic information systems (GIS). <br />Maintenance workers carry block books (printed from the City’s GIS records) and mobile maps by utilizing <br />ESRI enabled GIS software to identify sewer and storm drain lines for maintenance purposes. The City <br />utilizes HiperWeb software for utility infrastructure mapping and asset management. HiperWeb provides <br />City staff with the ability to access attribute data for sewer and stormwater pipelines using a mobile device. <br />Stormwater facilities are included in these block books and HiperWeb software with different symbology. <br />Sanitary sewers are shown as solid, brown color-coded lines with arrows indicating flow direction. Sewer <br />lines are also labeled with their material type. Force mains can be differentiated from gravity sewers by <br />map symbology and the type of material. The block books also show streets and parcels, manhole locations <br />and elevations, pipe locations and sizes, lift station locations, and locations of air relief valves. <br />The system maps include gravity mains, force mains, manholes, pump stations, property boundaries and <br />addresses, creek locations, storm drains, and pipe asset information (ID number, diameter, flow direction, <br />segment length, material type, and age). <br />The City will provide the system maps to State Water Board staff upon request. <br />EFFECTIVENESS <br />The City utilizes the following Key Performance Indicators for measuring effectiveness of this Element: <br />• Were all map updates completed in a timely manner? <br />• Are all staff trained in the procedure for providing map update information? <br />ATTY/RESO.0077/CC RESO SEWER SYSTEM MANAGEMENT PLAN - EXHIBIT A <br />REV: 07-14-25 LF <br /> <br />Page 32 of 317
