Preventive Operation and Maintenance Activities <br />WDR REQUIREMENTS <br />Att. D-4.2 (pgs. D-4/D-5) <br />”A scheduling system and a data collection system for preventive operation and maintenance activities <br />conducted by staff and contractors. The scheduling system must include: <br />• Inspection and maintenance activities; <br />• Higher-frequency inspections and maintenance of known problem areas, including areas with <br />tree root problems; <br />• Regular visual and closed-circuit television (CCTV) inspections of manholes and sewer pipes. <br />The data collection system must document data from system inspection and maintenance activities, <br />including system areas/components prone to root-intrusion potentially resulting in system backup <br />and/or failure.” <br />COMPLIANCE <br />The elements of the City’s sewer system O&M program include: <br />• Proactive, preventive, and corrective maintenance of gravity sewers; <br />• Ongoing CCTV inspection program to determine the condition of the gravity sewers; <br />• Periodic inspection and preventive maintenance for the lift stations and force mains; <br />• Rehabilitation and replacement of sewers that are in poor condition; and <br />• Proper training for City employees and contractors to assure proper operations and maintenance of <br />the collection system facilities. <br />The City utilizes a computerized maintenance management program, Hiperweb, to program and track all <br />required inspection and maintenance activities within the collection system to help proactively prevent <br />blockages, operational problems, and spills. Use of Hiperweb allows the City to make informed decisions <br />regarding its assets and infrastructure by using the collected data from field work orders and documented <br />inspections. <br />Hiperweb maintains historical data for all maintenance activities and provides a basis for critical analysis <br />and data-driven planning and decision-making today and into the future. This allows for prioritizing and <br />planning routine activities such as CCTV inspections, pipe cleaning and pump station maintenance activities. <br />In addition, Hiperweb is used to plan and schedule higher-frequency inspection and maintenance activities <br />such as Hot Spot cleaning and selective root control activities. Emergency and other reactive activities are <br />documented in work orders as well. <br />The scheduling system allows staff to put certain activities on a preventive schedule and rely on Hiperweb <br />to automatically create work orders on a prescribed interval. Work orders for other activities are generated <br />by supervisory or field crew personnel on an as-needed basis. <br />EFFECTIVENESS <br />The City utilizes the following Key Performance Indicators for measuring effectiveness of this Element: <br />• Are the City’s maintenance, operations, and engineering work orders periodically audited for accuracy <br />and completeness? <br />• Does the City monitor “open,” “overdue,” or “not yet completed” work orders to ensure completion <br />of tasks? <br />ATTY/RESO.0077/CC RESO SEWER SYSTEM MANAGEMENT PLAN - EXHIBIT A <br />REV: 07-14-25 LF <br /> <br />Page 34 of 317
