The City’s collection system evaluation involves every component of the City collection system, <br />including pipelines, manholes, and pump stations. The assessment of pipeline condition is the most <br />significant condition assessment responsibility the City has. It is of key importance to regularly <br />perform pipeline condition assessments to initially establish a baseline condition and to monitor <br />changes over time. The City hires a contractor to complete CCTV inspections and evaluate collection <br />system assets using the National Association of Sewer Service Companies (NASSCO) Pipeline <br />Assessment Certification Program (PACP) and Manhole Assessment Certification Program (MACP). <br />The City assesses the condition of laterals with own crew using push cameras and pole cameras which <br />can be dropped into manholes. In addition, the City has nine smart covers on manholes within the <br />sewer system. <br />b. The City currently completes a CCTV condition assessment of the entire collection system every ten <br />years using contracted services. In 2024, 19 miles of line (equivalent to 10% of the system) were <br />inspected by CCTV. The City continues to strive to reduce the number of spills and is therefore <br />evaluating its inspection and maintenance intervals on all work activities to help determine the <br />optimal schedule for CCTV assessment. In 2024, 60 miles of line (equivalent to 33% of the system) <br />were cleaned. <br />The City’s historical records indicate that it is not necessary to prioritize the assessment of pipes that <br />have a high consequence of environmental impact. However, the City is in the process of evaluating <br />its risk matrix for pipelines that are near surface water. <br />c. The City assesses system conditions using visual observation, video surveillance, smart covers on <br />manholes, pole cameras, and contracted CCTV camera service. The City’s collection system includes <br />pipes which run underground in unimproved areas (i.e., fields). Most of these pipes are visually <br />inspected on an annual basis as part of the hot spot list for annual cleaning. <br />d. The City has identified areas of infiltration into their system and has identified those facilities that are <br />near surface water. These areas were included in the City’s CIP plan risk assessment. <br />e. The City documents all inspections, maintenance, and evaluations of the sewer system. These <br />documents are maintained at City offices or in the Hiperweb program, as required by City’s retention <br />schedule. <br />The City considers direct and indirect impacts of climate change such as sea level rise, flooding, <br />increased erosion, and wildfires on its collection system assets. The City aims to design collection <br />system assets such as pump stations to be equipped for resiliency against power disruptions by <br />including backup permanent onsite generators and a redundancy connection for portable generators. <br />The City also recognizes and considers the role of levees in protecting collection system assets in <br />certain areas of the City, such as in Redwood Shores. The City will continuously monitor for change <br />and evaluate the potential impacts of climate change during each audit.
