City of Redwood City (0011239.02)1 Woodard & Curran, Inc. <br />Sanitary Sewer Capacity Master Plan November 2023 <br />EXECUTIVE SUMMARY <br />This report presents the results and recommendations of the Sanitary Sewer Capacity Master Plan (Master Plan) for the <br />City of Redwood City (City). The report was prepared by Woodard & Curran under an agreement with the City dated <br />February 14, 2019. The objective of this study is to update the City’s 2008 Sewer System Master Plan and 2013 Sewer <br />Master Plan Update, and to provide input for the City’s Capital Improvement Program and guidance for the City’s future <br />sewer capacity assessment and improvement efforts. <br />SANITARY SEWER SYSTEM AND SERVICE AREA <br />Redwood City is located in San Mateo County, CA and has a population of approximately 87,000, served by a <br />wastewater collection system consisting of approximately 190 miles of sewer pipelines. (Note: the City also owns and <br />operates a municipal separate storm sewer system.) The City’s wastewater collection system also includes 31 sewer <br />pump stations in the Redwood Shores and Seaport/Pacific Shores areas. The City is a member of the regional <br />wastewater agency, Silicon Valley Clean Water (SVCW), which provides conveyance and treatment of flows from its <br />member agencies1. The main portion of the City’s collection system conveys flow to SVCW’s Maple Street Pump Station, <br />where it is pumped to the SVCW Wastewater Treatment Plant (WWTP) in Redwood Shores. Flows from the <br />Seaport/Pacific Shores area can be discharged to the Maple Street Pump Station or directly to SVCW’s conveyance <br />system, or partly to both locations, depending on valve settings with the system. In the Redwood Shores area, however, <br />the City’s collection system conveys flow directly to the SVCW WWTP. <br />The City also conveys wastewater from several San Mateo County Sewer Maintenance Districts (SMDs) that discharge <br />flow to the City’s system, including the Fair Oaks and Emerald Lake Heights SMDs. (Note: The Fair Oaks SMD also <br />includes some areas within the Redwood City limits.) The City’s sewer system and sanitary sewer service area are <br />shown in Figure ES-1 and Figure ES-2. <br />BACKGROUND AND PURPOSE OF MASTER PLAN <br />This Master Plan provides an up-to-date assessment of the capacity of the City’s sanitary sewer system to handle both <br />existing and future wastewater flows. The City’s previous Sewer Master Plan was completed in 2008, and a limited <br />update was prepared in 2013. Since then, the City has experienced significant development, particularly in its downtown <br />area, and has also implemented a proactive program of flow monitoring, sewer inspection, and sewer rehabilitation and <br />replacement to address extraneous storm water and groundwater entering the sanitary sewer system, termed <br />infiltration/inflow (I/I), and structural deficiencies in the system. The City has completed a number of the capacity <br />improvement projects recommended in the previous master plans, but areas of capacity deficiencies still remain. <br />Additional redevelopment is projected in the future, which will further increase wastewater flows and may create <br />additional capacity constraints. <br />This Master Plan also supports the City in meeting the requirements to prepare a System Evaluation and Capacity <br />Assurance Plan (SECAP) as part of its Sewer System Management Plan (SSMP).
