City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
In other situations, the City is required to make these regular payments as the user of utilities or in order
to purchase water to supply to City residents. Insurance premium payments and pension contributions
are also included in this group of large recurring annual payments that the City is required to pay. The
underlying agreements supporting these payments document how charges are to be calculated but do
not necessarily indicate the annual cost to the City. These recurring operating expenditures are frequently
in excess of the threshold used to distinguish contracts requiring City Council approval (currently $110,000
per fiscal year). Individual Amazon purchases and CalCard (US Bank) purchases are approved by a
department head or their designee.
Staff recommend we ensure transparency for the Council and community on such large payments. As
such, and in alignment with the intent of the purchasing ordinance, staff will seek Council review and
approval annually for all purchases with a cumulative fiscal year amount of $110,000 or more.
ANALYSIS
Staff requests approval of the following recurring purchases, listed by vendor, with the corresponding
estimated amounts for FY 2025-26:
Table 1
Vendor Name Description
Estimated
FY 2025-26
Amount
Amazon Capital Services
Operational costs that are mostly office and
program supplies that require immediate
delivery
$360,000
Bay Area Water Supply and
Conservation Agency
(BAWSCA)
Representation in negotiations for water
purchase and supply and administration of water
conservation initiatives and rebate programs
$450,000
Bay Cities JPIA General liability insurance premium $5,083,278
California Public Employees'
Retirement System (CalPERS)
Pension and health insurance contributions
(includes employee-paid portion of
contributions)$57,039,550
City/County Association of
Governments (CCAG)Annual member assessment $335,000
City and County of San
Francisco (SFPUC)Purchase and supply of water $26,325,000
Delta Dental Dental insurance premium and claims $647,000
Pacific Gas & Electric Natural gas & electric service $4,200,000
Peninsula Library Systems
(PLS)Consortium member fees $493,548
Recology Garbage collection fees $21,000,000
7.B. - Page 2 of 4
75
