Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: August 25, 2025 <br />SUBJECT <br />Application to the Local Agency Formation Commission of San Mateo County (LAFCo) for extension of <br />water service to 2 Summit Way (APN 068-262-150) <br />RECOMMENDATION <br />Adopt a resolution authorizing application to the Local Agency Formation Commission of San Mateo <br />County (LAFCo) requesting approval for extension of water services to 2 Summit Way (APN 068-262-150) <br />outside jurisdictional boundaries pursuant to Government Code Section 56133. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />On August 24, 2022, the County of San Mateo (County) approved a certificate of compliance legalizing a <br />vacant parcel at 2 Summit Way. On December 10, 2024, the property owner submitted an application to <br />the County to construct a new single-family residence on the vacant parcel. As a condition of approval to <br />build the new home, the County requires the property owner to secure a new water connection and <br />service from Redwood City for the proposed residence. <br />The City of Redwood City does not currently provide water service to this parcel. This parcel is located <br />outside of the City’s jurisdictional boundary but within the City’s sphere of influence and water service <br />area. Pursuant to Government Code Section 56133, the City must receive LAFCo approval to provide water <br />service to a property outside of Redwood City’s jurisdictional boundary but within the City’s sphere of <br />influence and water service area. City Council Resolution 16293 adopted on April 28, 2025 provides <br />general authorization for similar LAFCo applications, however this specific parcel is not within the <br />previously authorized geographic area. <br />7.F. - Page 1 of 10 <br />97
