The job description was created in 1985, and included certifications <br />that no longer exist. The Certified Commercial Applicator License from the State of California, Department <br />of Food and Agriculture has been updated to its modern equivalent of: Qualified Applicator Certificate <br />(QAC) or Qualified Applicator License (QAL), issued by the Department of Pesticide Regulation (DPR). The <br />California DPR was established to separate pesticide regulation from the Department of Food and <br />Agriculture. Additionally, the updates to the job description provide for a period of 12 months to obtain <br />the QAC or QAL, allowing newly hired employees the opportunity to successfully complete training and <br />Obtain the required certifications during the probationary period. City staff and representatives of Service <br />Employees International Union – Local 521 met and mutually agreed on proposed changes to this job <br />description. <br />Principal Planner and Senior Planner: <br />While the Planning Division updated the job description for the Assistant/Associate Planner classification <br />in January of 2020, the current job description for the Principal Planner classification has not been updated <br />since being created in 2014, and for the Senior Planner classification has not been updated since being <br />created in 1984. Amendments being proposed include correcting reporting relationships, removing <br />outdated text, aligning average experience requirements with industry comparators, and addressing <br />inconsistencies with other Planning Division job descriptions. City staff and representatives of Redwood <br />City Management Employees Association met and mutually agreed on proposed changes to these job <br />descriptions. <br />Revenue Services Manager: <br />The job description for this classification was created in 2018 in accordance with results of a classification <br />study performed at that time. Amendments being proposed at this time include updates to reporting <br />structure due to reinstatement of a Finance Director classification, accurately reflecting current duties <br />and minimum qualifications including removal of the requirement for a valid Driver’s License along with <br />clarifying that occasional travel to visit various City and meeting sites is required. City staff and <br />representatives of Redwood City Management Employees Association met and mutually agreed on <br />proposed changes to this job description. <br />FISCAL IMPACT <br />There is no fiscal impact for the proposed amendments to the job descriptions for these classifications. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />7.O. - Page 2 of 23 <br />356
