By motion, direct staff to work with the Housing and Human Concerns Committee (HHCC) to assess
the HSFA Program criteria and process through their Fiscal Year 2025-2027 workplan and develop
recommendations, if any, on changes to the HSFA Program.
STRATEGIC PLAN GUIDING PRINCIPLE
Healthy Community for All
BACKGROUND
Human Services Financial Assistance (HSFA) funds support a broad range of human services provided by
non-profit community partners to Redwood City residents. HSFA funds currently focus on supporting basic
human needs in the community, consistent with the City's Strategic Plan Guiding Principle of a Healthy
Community for All. More specifically, HSFA funds are currently structured to support direct service
programs that address basic human needs with a focus on serving lower income residents and priority
populations (i.e., individuals with disabilities, seniors, families experiencing homelessness, and survivors
of domestic violence or other crisis). Basic human needs are considered activities that are vital for survival
and not just an improvement to an individual’s quality of life. Programs supporting basic human needs
include those that address food insecurity, emergency shelter, and crisis counseling.
9.C. - Page 1 of 27
454
