Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: August 25, 2025 <br />SUBJECT <br />Update on the Silicon Valley Clean Water (SVCW) Capital Improvement Program and proposed funding <br />strategy for City-funded costs <br />RECOMMENDATION <br />Receive an update and provide feedback regarding SVCW’s capital improvement program and the <br />proposed funding strategy for City-funded costs. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The City of Redwood City (City) operates a sanitary sewer collection system, conveying wastewater for a <br />customer base of approximately 18,460 connections to the wastewater treatment plant for final <br />treatment and disposal. The City also provides wastewater conveyance and treatment for six outside <br />agency sewer districts, five from the County of San Mateo and the Town of Woodside’s Town Center <br />Sewer Assessment District. <br />The entirety of the City’s wastewater flows is conveyed to the wastewater treatment plant operated by <br />SVCW for final treatment and disposal. SVCW is a joint powers authority (JPA) founded in 1975 between <br />the cities of Redwood City, San Carlos, Belmont, and West Bay Sanitary District. These four agencies are <br />collectively known as SVCW’s member agencies. SVCW conveys and treats wastewater from more than <br />220,000 people and businesses at its facility in Redwood Shores prior to discharge to the San Francisco <br />Bay. A portion of the treated wastewater is further treated for use as recycled water and serves Redwood <br />City’s recycled water system. <br />9.D. - Page 1 of 4 <br />481
