ATTY/RESO.0084/CC RESO AUTHORIZING APPLICATION TO THE LAFCO OF SMC (2 SUMMIT WAY WATER SERVICES) REV: 08-13-25 LF Page 1 of 2 RESOLUTION NO. 16344 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AUTHORIZING APPLICATION TO THE LOCAL AGENCY FORMATION COMMISSION OF SAN MATEO COUNTY REQUESTING APPROVAL FOR EXTENSION OF WATER SERVICES TO 2 SUMMIT WAY (APN 068-262-150) OUTSIDE JURISDICTIONAL BOUNDARIES PURSUANT TO GOVERNMENT CODE SECTION 56133 WHEREAS, the Government Code Section 56133 authorizes a city or district to provide new or extended services by contract or agreement outside its jurisdictional boundaries only if it first requests and receives written approval from the Local Agency Formation Commission in which the property is located; and WHEREAS, the property located at 2 Summit Way, APN 068-262-150 (the “Property”), Unincorporated San Mateo County, California is outside the jurisdictional boundaries of the City of Redwood City (the “City”), but inside the City’s sphere of influence and water service area; and WHEREAS, the County of San Mateo is processing an application for the construction of a new single-family home on the Property; and WHEREAS, the County of San Mateo’s approval of the building permits is conditioned upon the property owner obtaining a new water connection and service for the proposed residence from the City; and WHEREAS, the property owner has requested that the City provide water services to the proposed single-family home on the Property; and WHEREAS, Local Agency Formation Commission of San Mateo County (“LAFCo”) requires that the City Council adopt a resolution authorizing application requesting approval from LAFCo to provide new water service to the Property; and WHEREAS, this activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: 1.The City Manager or their designee is hereby authorized to submit an application to the Local Agency Formation Commission of San Mateo County (“LAFCo”) requesting approval of an extension of the water service outside the City’s jurisdictional boundaries but within the water service area and the City’s sphere of influence to 2 Summit Way, Unincorporated San Mateo County, California (APN 068-262-150)
