Waive the first reading and introduce an ordinance adding Chapter 49 (Hopeful Horizons: Empowering Lives Initiative) to the Redwood City Municipal Code, an anti- camping ordinance (Attachment A) modeled after the County of San Mateo’s ordinance, with an added provision authorizing the City to remove an encampment with 48 hours’ notice if it is located within 200 feet of a school and further directing staff to return to the City Council within two-years of adoption of the ordinance with a comprehensive review of its implementation and outcomes since adoption; and 2. Direct staff to return to the City Council with a proposed memorandum of understanding with the County of San Mateo that would memorialize the roles and responsibilities of both parties on enforcement of the ordinance. CEQA: This is not a project under California Environmental Quality Act (CEQA) Motion and second, Howard and Eakin, to waive the first reading and introduce an ordinance adding Chapter 49 (Hopeful Horizons: Empowering Lives Initiative) to the Redwood City Municipal Code, an anti-camping ordinance (Attachment A) modeled
