ANNUAL REVIEW FORM <br />This Annual Review Form is submitted to the City of Redwood City ("City") by <br />Harbor View Property LLC ("Developer") pursuant to the requirements of California <br />Government Code section 65865.1 regarding Developer's good faith compliance with its <br />obligations under the Development Agreement between the City and Developer dated as of <br />December 28, 2022 ("Development Agreement"). All terms not otherwise defined herein <br />shall have the meanings assigned to them in the Development Agreement: <br />Annual Review Period: December 01, 2023 to November 30, 2024 <br />1. The following applicable Impact Fees, Processing Fees, Connection Fees and/or other fees <br />due and payable were paid during this annual review period: <br />1.1 None. <br />2. Describe any extension of the Term of the Development Agreement as a result of <br />Enforced Delay pursuant to Section 3.2E of the Development Agreement: <br />2.1 None <br />3. Summarize specific strategies to be followed in the coming year intended to facilitate <br />the processing of permits and/or Project construction: <br />3.1 Developer is actively coordinating a Cooperation Agreement with the City. The <br />purpose of this agreement is to assign responsibility for shared offsite improvements <br />between the Harbor View project and the 101/84 Woodside project. A draft version of the <br />agreement was issued by the Developer to the City review 06/21/2024. It is Developer's <br />understanding that this draft is being reviewed by City staff to determine next steps. <br />3.2 Developer is actively coordinating the GO -88B application with the City and Union Pacific <br />Railroad (UPRR). The Harbor View project team last resubmitted a package to the City on <br />03/26/2024. Pre -diagnostic meetings were held onsite on 05/30/2024 and 05/31/2024 with <br />the Harbor View and 101/84 Woodside project teams. As of 11/05/2024, meeting minutes <br />have been accepted by all associated parties. It is Developer's understanding that the next <br />steps once confirmation is received by the City and UPRR would be to update plans based <br />on the meeting minutes and then process updated plans through City submittals to the <br />UPRR diagnostic team. <br />3.3 Developer and City agreed to delay further negotiation and recording the Subdivision <br />Improvement Agreement, Landscape Maintenance Agreement, Stormwater Treatment <br />Maintenance Agreement, and Parcel Map until closer to the start of construction per <br />12/07/2023 discussion with the City. <br />4. Describe whether other applicable Development Agreement obligations were <br />completed during this annual review period: <br />4.1 None. <br />5.
