REV: 07-16-25 LF <br />EXHIBIT “A” <br />SCOPE OF SERVICES <br />Consultant will furnish all labor, materials, and equipment necessary to prepare a <br />complete UWMP for the City’s Water Utility System. The 2025 UWMP update will include <br />the tasks below: <br />Task 1 - Project Management and Coordination <br />This task consists of initial preparatory work to set up and manage the project, with an <br />emphasis on transparency and coordination, as well as continued management <br />throughout the duration of the project. <br />Kick-off and Data Needs Meeting <br />Specific information will be required for the 2025 UWMP regarding water demands and <br />supplies, coordination efforts, and water conservation. Prior to the kick-off meeting, <br />Consultant will review the City’s 2020 UWMP with respect to anticipated changes and <br />updates in relevant regulations and forthcoming California Department of Water <br />Resources (DWR) guidance. Consultant will provide the City with a tabular summary of <br />the additional data and information needed and will work with City staff to identify when <br />the relevant information is likely to become available. The table will be organized by <br />UWMP section so the intended use of the data and the manner in which the data will be <br />utilized in the UWMP document is clear. Among other items, Consultant will compile and <br />review local and regional planning documents including: <br />•The City’s 2020 UWMP and Water Shortage Contingency Plan; <br />•Water Conservation Plan; <br />•General Plan, Specific Plans, Precise Plans, and plan amendments; and <br />•Water Supply Assessments prepared since the adoption of the 2020 UWMP. <br />At the kick-off meeting (one of three coordination meetings proposed herein), Consultant <br />and City staff will discuss UWMP requirements, project goals, opportunities, constraints, <br />information needs, roles, responsibilities, schedule, and expectations. A key topic for <br />discussion will be the project schedule to ensure efficient development of the UWMP in <br />coordination with other information, DWR guidance and City plans. This meeting and <br />subsequent workshops will be conducted remotely using teleconference tools. <br />Project Management <br />Consultant will provide project management throughout the 2025 UWMP development <br />process. This task includes coordination and communication with City staff and general <br />consultation and technical project management services by Consultant, including the <br />preparation of invoices, coordination of staff, and progress reports. Regular, brief <br />conference calls with the City will also occur on an as-needed basis throughout the <br />duration of the project. <br />ATTY/AGR.2025.176/EKI Environment & Water, Inc.
