City Council appointment to the Housing and Human Concerns Committee (209) <br /> <br />City Clerk Yessika Castro gave an overview of the item. <br /> <br />There was no public comment. <br /> <br />Recommendation: <br />By roll call vote, appoint from the established eligibility list one partial-term seat on the <br />Housing and Human Concerns Committee expiring May 31, 2028. <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br /> <br />By roll call vote, the following member was appointed to the Housing and Human <br />Concerns Committee for one partial term expiring May 31, 2028: <br />• Asteris Ling (Chu, Gee, Padilla, Sturken, Martínez Saballos) <br /> <br /> <br /> 9.B. Reintroduce modified anti-camping ordinance to regulate camping on public property <br />and establish a City Council Sub-Committee on homelessness (301) Reso 16351 <br /> <br />Assistant City Manager Patrick Heisinger gave the staff presentation. <br /> <br />The following members of the public provided comments: <br />• Justin Lee <br />• Katie Goetz <br />• Bill Newell <br />• Clara Jackel <br /> <br />Recommendation: <br />1. Waive the first reading and introduce an ordinance adding Chapter 49 (Hopeful <br />Horizons: Empowering Lives Initiative) to the Redwood City Municipal Code, an anti- <br />camping ordinance (Attachment A) modeled after the County of San Mateo’s ordinance, <br />with an added provision authorizing the City to remove an encampment with 48 hours’ <br />notice if it is located within 200 feet of a school, the San Mateo County Navigation Center <br />(located at 275 Blomquist Street), or a waterway, and further directing staff to return to <br />8.I. - Page 9 of 14 <br />197
