ATTY/RESO.0085/PC RESO RECOMMENDING AFFORDABLE HOUSING INCENTIVE PROGRAM APPROVAL REV: 08-14-25 VR Page 2 of 3 WHEREAS, as the AHO inclusionary housing requirements are contributing to the economic infeasibility of residential development, temporarily reducing the AHO requirements, such as reducing the inclusionary housing percentage rates required for rental and ownership projects, as set forth in Section 4 below (“Affordable Housing Incentive Program”), may stimulate residential development, increase production of both market rate and affordable housing, create jobs, and grow tax revenue; and WHEREAS, on August 19, 2025, the Planning Commission held a duly-noticed public hearing on the proposed Affordable Housing Incentive Program in accordance with all applicable requirements. NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF REDWOOD CITY, AS FOLLOWS: SECTION 1. RECITALS The foregoing recitals set forth above are true and correct and are hereby incorporated by this reference as if fully set forth in their entirety. SECTION 2. FINDINGS A. The Planning Commission finds that the Affordable Housing Incentive Program is consistent with the City’s General Plan and housing priority policies and will serve the public necessity, convenience and welfare for the reasons set forth in the staff report associated herewith and the Council adopts such reasons as its own. B. The Planning Commission further finds that the Affordable Housing Incentive Program, which amends AHO to reduce the affordable housing requirements for Pipeline Projects, is a programmatic regulatory adjustment that will uniformly provide an incentive for projects to advance to the construction stage which furthers the City’s housing and other policy priorities. SECTION 3. CEQA COMPLIANCE The Planning Commission finds that the Affordable Housing Incentive Program is not subject to the California Environmental Quality Act (“CEQA”). The proposed Program is not considered a project under Public Resources Code Section 21605 and CEQA Guidelines Section 15378, and even if it were a project it would be categorically exempt under CEQA Guidelines Section 15061(b)(3) as the Affordable Housing Incentive Program does not have potential for a direct physical effect in the environment or a reasonably foreseeable indirect effect on the environment.
