Page 1 of 11 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 8, 2025 <br />SUBJECT <br />Introduce an ordinance adopting the 2025 California State Building and Fire Codes by reference and local <br />amendments thereto (Chapters 9 and 12), and Municipal Code Ordinance updates to Chapter 14 (Refuse, <br />Weed, Nuisance, and Abandoned Shopping Cart Regulations and Abatement and Code Enforcement <br />Generated Permits) and Chapter 24 (Noise regulation) <br />RECOMMENDATION <br />1. Hold a Public Hearing; <br />2. Adopt a resolution of the City Council of the City of Redwood City adopting findings of necessity and <br />need for amendments, deletions, and additions to the 2025 California Building and Fire Standards <br />Codes; <br />3. Waive first reading and introduce an ordinance (1) repealing and replacing Chapter 9 (Buildings) of <br />the Redwood City Code and adopting new Chapter 9 to include Title 24, Parts 1, 2, 2.5, 3, 4, 5, 6, 7, 8, <br />10, 11 and 12 of the California Code of Regulations (the 2025 California Building, Residential, Electrical, <br />Mechanical, Plumbing, Energy, Wildland-Urban Interface, Historical Building, Existing Building, Green <br />Building Standards, and California Reference Standards Codes), together with certain amendments, <br />exceptions, modifications and additions thereto, and adopting the 2024 International Property <br />Maintenance Code and (2) amending Redwood City Code Chapters 14 (Refuse, Weed, Nuisance and <br />Abandoned Shopping Cart Regulation and Abatement) and 24 (Noise Regulation); <br />4. Waive first reading and introduce an ordinance repealing Article II (Redwood City Fire Code) of <br />Chapter 12 (Fire Prevention) of the Redwood City Code (except Section 12.7.1) and adopting the new <br />Article II of the Chapter 12 adopting Title 24, Part 9 of the California Code of Regulations, namely the <br />2025 California Fire Code together with Non-building standards of 2024 International Fire Code, <br />certain local amendments, exceptions, modifications and additions thereto; and <br />5.
