Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 8, 2025 <br />SUBJECT <br />Amendment No. 3 to Agreement for Services with Hinderliter, de Llamas and Associates for revenue <br />enhancement and business license compliance services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 3 to the Agreement for <br />Services with Hinderliter, de Llamas and Associates (HdL) for revenue enhancement and business license <br />compliance services to increase the not-to-exceed amount by $150,000 for the purpose of modifying the <br />current scope of work and extending the term by one year, for a total contract amount of $838,219.72 <br />covering the period January 15, 2021 until January 14, 2027. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />On January 15, 2021, the City of Redwood City entered into an agreement with Hinderliter, de Llamas and <br />Associates (HdL) for revenue enhancement and business license compliance services. The agreement <br />provided for HdL to assist the City with identifying, recovering, and forecasting local revenues through a <br />combination of sales and use tax analysis, audit recovery, business license compliance, and related <br />consulting services. <br />On January 15, 2024, the City executed Amendment No. 1 to the agreement. Amendment No. 1 expanded <br />HdL’s scope of work to include transient occupancy tax (TOT or hotel tax) audit services. The amendment <br />established a not-to-exceed amount of $145,724 for these services, bringing the total not-to-exceed <br />amount under the agreement to $538,124, and extended the agreement term through January 14, 2025. <br />8.F. - Page 1 of 19 <br />99
