255 Shoreline Drive, Suite 150, Redwood City, CA 94065 | T 650-364-1722 | F 650-364-1729 | www.chambersmc.org

ELEVATING BUSINESS.
ENGAGING COMMUNITY.
EMPOWERING THE FUTURE.

September 8, 2025

Mayor Elmer Martínez Saballos
Vice Mayor Kaia Eakin
Members of the City Council
City of Redwood City
1017 Middlefield Road
Redwood City, CA 94063

Item 12.A. Study Session on the 910 Marshall Project Study

Dear Mayor Martínez Saballos, Vice Mayor Eakin, and City Councilmembers:

On behalf of Chamber San Mateo County, I am writing to express our enthusiasm for the 910
Marshall project proposed by R&M Properties. Chamber San Mateo County is a dynamic
organiza_on that represents over 1,500 members with more than 100,000 employees in
business, government, labor, educa_on and non-profit organiza_ons.

The Chamber offers a conceptual endorsement of the project at this early stage of the planning
process. Based on the developer’s presentations to our committees and close consideration of
the project details, we believe the 910 Marshall project would advance mul_ple Chamber
priori_es: economic development, housing supply, and transit ridership. The project would spur
economic development by bringing hundreds of residents downtown.

The project would provide desperately needed housing for seniors near Kaiser and Stanford
medical centers and is ideally located to promote transit ridership: less than ½ mile from transit
in the downtown core, with a resident popula_on that tends not to drive, and project-designed
transporta_on alterna_ves.

We know there are concerns about height and parking, but we believe these can be addressed
through the planning process with strong community support. The State density bonus makes it
feasible to build the kind of infill, well-located projects we need to meet our housing demand.
We commend the City for studying this solu_on to our jobs/housing imbalance, and we strongly
encourage you to move the 910 Marshall project forward in the planning process.

Thank you for your consideration.

Warm Regards,

Amy N. Buckmaster
President and CEO
Chamber San Mateo County
