ATTY/RESO.0055/CC RESO MTC TOC GRANT ACCEPTANCE <br />REV: 05-15-25 VR <br />Page 2 of 3 <br />WHEREAS, the City of Redwood City is not in full compliance with the TOC Policy; <br />and <br /> <br />WHEREAS, on September 30, 2024, MTC announced a Call for Projects for TOC <br />Planning and Implementation Grants, and informed local jurisdictions of a November 22, <br />2024, deadline for submittals of Applications, as well as grant application guidance and <br />requirements including compliance with the TOC Policy; and <br /> <br />WHEREAS, on November 4, 2024, City Council adopted Resolution 16258 <br />authorizing City staff to submit three grant applications to MTC in support of the City’s <br />efforts to develop proposals and strategies to reach compliance with MTC’s TOC Policy <br />in response to MTC’s Call for TOC Planning and Implementation Projects, including one <br />joint application in collaboration with six other San Mateo County jurisdictions submitted <br />on behalf of the seven jurisdictions by the City of Belmont; and <br /> <br />WHEREAS, on February 14, 2025, the MTC Planning Committee approved grant <br />awards for Redwood City for all three of the grant applications City staff submitted in <br />response to MTC’s Call for TOC Planning and Implementation Projects. <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY AS FOLLOWS: <br /> <br />1. That the City of Redwood City submitted grant applications to MTC for <br />$350,000 to develop a proposal to establish development density standards compliant <br />with the TOC Policy; and for $300,000 to develop a proposal to establish parking <br />management standards compliant with the TOC Policy in response to the MTC’s Call for <br />TOC Planning and Implementation Projects; and <br /> <br />2. That the City of Redwood City accepts an award for grant funds and/or <br />services of up to $350,000 from MTC to develop a proposal to establish development <br />density standards compliant with the TOC Policy, and also accepts an award for grant <br />funds and/or services of up to $300,000 form MTC to develop a proposal to establish <br />parking management standards compliant with the TOC Policy in response to the MTC’s <br />Call for TOC Planning and Implementation Projects; and that the City of Redwood City <br />hereby authorizes the City Manager to execute any and all documents necessary to <br />effectuate receipt of any such funds or services, including but not limited to waivers and <br />releases required by MTC in forms acceptable to the City Attorney; and <br /> <br />3. That the City of Belmont submitted a grant application to MTC for $620,000 <br />for the Multi-Jurisdictional Grand Nexus and Feasibility Study in the Housing Policy <br />Development (Production) area in response to the MTC’s Call for TOC Planning and <br />Implementation Projects; and <br /> <br />4. That the City of Belmont accepted a grant award from MTC for consultant <br />services and/or staff time of up to $500,000 for the Multi-Jurisdictional Grand Nexus and <br />Feasibility Study in response to the MTC’s Call for TOC Planning and Implementation <br />7.D. - Page 7 of 8 <br />152
