Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br /> <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 29, 2025 <br />SUBJECT <br />Amendment No. 1 to Agreement for Services with Liebert Cassidy Whitmore to provide labor negotiation <br />services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No.1 to Agreement for <br />Services with Liebert Cassidy Whitmore (“LCW”) to provide labor negotiation services, to modify the term <br />from a three-year to a five-year agreement and increase the total not to-exceed contract price from <br />$350,000 to $950,000 covering the time period April 8, 2024 to April 7, 2029. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />In February 2018, under a previous contract, City Council approved an agreement with LCW to provide <br />labor negotiation services for a 16-month term at a not-to-exceed amount of $120,000. Amendments <br />approved in December 2018 and March 2019 increased the contract to $270,000 and extended the term <br />through December 2019. From January 2020 through April 2024, the City continued using LCW’s services <br />without a written agreement, paying approximately $456,000. <br />On January 11, 2024, staff issued a Request for Proposals (RFP) and received submissions from three law <br />firms. Following a review and evaluation of the proposals, staff recommended entering into a new <br />agreement with LCW to provide labor negotiation services. On April 1, 2024, City Council approved a <br />three-year agreement with Liebert Cassidy Whitmore to provide labor negotiation services in an amount <br />not-to-exceed $350,000, with one optional two-year extension, for a total not-to-exceed contract value <br />of $600,0000. <br />7.G. - Page 1 of 24 <br />196
