Further, <br />adoption of the proposed Ordinances and resolution is exempt from CEQA pursuant to CEQA Guidelines <br />Section 15061(b)(3) because it can be seen with certainty that adoption of this ordinance will not have a <br />significant effect on the environment. <br />PUBLIC NOTICE <br />A public hearing notice was published in the San Mateo Daily Journal on September 19 and 25, 2025, at <br />least fourteen days prior to this public hearing.
