Page 6 of 8 <br />9.PUBLIC HEARINGS Page 307 <br />9.A.Adoption of ordinance adopting the 2025 California State Building and Fire <br />Codes by reference and local amendments thereto (Chapters 9 and 12), and <br />Municipal Code Ordinance updates to Chapter 14 (Refuse, Weed, Nuisance, and <br />Abandoned Shopping Cart Regulations and Abatement and Code Enforcement <br />Generated Permits) and Chapter 24 (Noise regulation) <br />Recommendation: <br />1. Hold a Public Hearing; <br />2. Waive second reading and adopt an ordinance (1) repealing and replacing <br />Chapter 9 (Buildings) of the Redwood City Code and adopting new Chapter 9 to <br />include Title 24, Parts 1, 2, 2.5, 3, 4, 5, 6, 7, 8, 10, 11 and 12 of the California Code <br />of Regulations (the 2025 California Building, Residential, Electrical, Mechanical, <br />Plumbing, Energy, Wildland-Urban Interface, Historical Building, Existing Building, <br />Green Building Standards, and California Reference Standards Codes), together <br />with certain amendments, exceptions, modifications and additions thereto, and <br />adopting the 2024 International Property Maintenance Code and (2) amending <br />Redwood City Code Chapters 14 (Refuse, Weed, Nuisance and Abandoned <br />Shopping Cart Regulation and Abatement) and 24 (Noise Regulation); and <br />3. Waive second reading and adopt an ordinance repealing Article II (Redwood <br />City Fire Code) of Chapter 12 (Fire Prevention) of the Redwood City Code (except <br />Section 12.7.1) and adopting the new Article II of the Chapter 12 adopting Title <br />24, Part 9 of the California Code of Regulations, namely the 2025 California Fire <br />Code together with non-building standards of 2024 International Fire Code, <br />certain local amendments, exceptions, modifications and additions thereto. <br />CEQA: <br />This activity is not a project under California Environmental Quality Act (CEQA) as <br />defined in CEQA Guidelines, pursuant to Section 15378(b)(5) because it is an <br />organizational or administrative activity of government that will not result in <br />direct or indirect physical changes in the environment. Further, adoption of the <br />proposed Ordinances and resolution is exempt from CEQA pursuant to CEQA <br />Guidelines Section 15061(b)(3) because it can be seen with certainty that <br />adoption of this ordinance will not have a significant effect on the environment. <br />6
