Honoring Paula Uccelli for a
Lifetime of Service to Redwood City
WHEREAS, Paula Uccelli and her husband Pete (posthumously) are being honored with this proclamation by the City of Redwood
City for their long-standing contributions in establishing and nurturing Redwood City's sister city relationship with Zhuhai, China,
laying the foundation for international cooperation and community growth; and
WHEREAS, Paula and her late husband Pete Uccelli became central figures in Redwood City's civic life through the 1960s -2000,
notably developing Pete's Harbor and running the Harbor House Restaurant, which served as a hub for community, civic, and
business leaders for many years; and
WHEREAS, in 1990, they partnered with a group of local residents to establish Redwood City International (RCI). RCI fosters
cultural, educational, and economic exchange between Redwood City and its sister cities, which include Zhuhai, China; Colima,
Mexico; and Ciudad Guzman, Mexico; and
WHEREAS, the sister city relationship between Redwood City and Zhuhai, China, began with Pete's desire to build docks of his
own design for Pete's Harbor. His explorations eventually led him to Steven Ing who had import relationships in Zhuhai China
where there was a fiberglass factory. Steven, Pete and Paul took many trips to China which led to relationships with the factory,
engineers and the fabricators of the docks. Over a celebratory banquet dinner, after the building of the docks by the Chinese
engineers, Pete learned that Zhuhai was looking for sister cities and that they were impressed with all that Pete and Paula had
shown them about Redwood City; and
WHEREAS, the Uccelli's introductions of Zhuhai leaders to leaders in Redwood City at the Port and with Redwood City
community and business leaders led to their interest in Zhuhai and pivotal cultural exchanges that set the stage for a formal sister
city agreement; and
WHEREAS, Pete and Paula's initiative led to the establishment of one of the first sister city port relationships between a West
Coast American port and a Chinese port, during China's economic opening, fostering business, educational, and cultural ties that
endure to this day; and
WHEREAS, the official sister city relationship between Redwood City and Zhuhai was formalized in 1993, thanks to Pete and
Paula Uccelli's vision and leadership, empowering generations of civic leaders, Port Commissioners, and community members to
continue the work of fostering international understanding and cooperation; and
WHEREAS, Paula Uccelli has been a dedicated and visionary leader in Redwood City, whose commitment to community,
volunteerism, and civic engagement has left a lasting and positive impact on countless lives; and
NOW, THEREFORE, BE IT RESOLVED that the City of Redwood City hereby honors the Uccelli's for their dedication,
leadership, and enduring legacy in promoting global friendship, cooperation, and cultural exchange.
BE IT FURTHER RESOLVED THAT I, ELMER MARTINEZ SABALLOS, MAYOR OF REDWOOD CITY, on behalf of the
City Council and the people of the City of Redwood City, recognize Pete and Paula Uccelli's lasting influence, which continues to
shape the activities of Redwood City International and inspire future generations to build bridges of understanding across the
world. Let this proclamation serve as a testament to their enduring legacy and as a heartfelt expression of gratitude from a
community deeply touched by their service.
