REV: 08-22-25 MI <br />Exhibit “A” <br />SCOPE OF SERVICES & FEES <br />Consultant shall provide professional services to assist the City in the delivery of as- <br />needed classification and compensation consulting services to support the City’s Human <br />Resources operations, including full studies and ad hoc evaluations. <br />Consultant shall perform the following services upon request from the City: <br />1. Specific Project Deliverables: <br />SEIU total compensation survey, due September 1, 2026 <br />RCMEA total compensation survey, due date TBD with City and <br />Consultant <br />Confidential total compensation survey, due date TBD with City and <br />Consultant <br />Executive Management total compensation survey, due October 1, 2026 <br />2. Total Compensation and Compaction Studies: <br />Initial Documentation Review, Meetings with Study Project Team and <br />Management Staff: <br />o Orientation and briefing sessions with the study project team and <br />staff to explain methodology. <br />o Gather all pertinent documentation, including class descriptions, <br />organizational charts, personnel policies, Memoranda of <br />Understanding (MOU), etc. Review and confirm comparator <br />agencies, benchmark classifications, and identify benefits and other <br />relevant elements to be surveyed. <br />Data Collection: <br />o Conduct all of the data collection and analysis to ensure validity of <br />data and quality control; compare job description to job description; <br />ensure matches of at least 70%. <br />o Review the City’s existing job descriptions to ensure understanding <br />of each position to be surveyed. <br />o Collect job descriptions, organization charts, and other information <br />from comparator agencies via website, in person, or by telephone. <br />Store relevant documents for City access and review, if needed. <br />o Make preliminary “matches” and then schedule appointments by <br />telephone, and sometimes in person, with knowledgeable individuals <br />to answer specific questions. <br />o Ensure a very high validity rate and produce data that is <br />substantiated before management, employee representation as well <br />as governing bodies. <br />ATTY/AGR.2025.220/CPS HR Consulting (Classification and Compensation Services) (Page 12 of 15)
