Waive second reading and adopt an ordinance adding Chapter 49 (Hopeful Horizons: <br />Empowering Lives Initiative) to the Redwood City Municipal Code and approve <br />Memorandum of Understanding with County of San Mateo on enforcement of the <br />ordinance (301) Ord. 2550 <br /> <br /> <br />Recommendation: <br />1. Waive second reading and adopt an ordinance adding Chapter 49 (Hopeful Horizons: <br />Empowering Lives Initiative) to the Redwood City Municipal Code, an anti-camping <br />ordinance (Attachment A) modeled after the County of San Mateo’s ordinance, with an <br />added provision authorizing the City to remove an encampment with 48 hours’ notice if <br />it is located within 200 feet of a school, the San Mateo County Navigation Center (located <br />at 275 Blomquist Street), or a waterway, and further directing staff to return to the City <br />Council within two-years of adoption of the ordinance with a comprehensive review of <br />its implementation and outcomes since adoption; and <br />2. Approve and authorize the City Manager to execute a Memorandum of Understanding <br />(MOU) with the County of San Mateo (Attachment B) that codifies the roles and <br />responsibilities of both parties on enforcement of the ordinance. <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br /> <br /> 8.I.
