Page 5 of 15 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />On July 8, 2024, the City was notified by the San Mateo County Elections Office that the proposed <br />ballot initiative did not receive sufficient signatures to qualify for placement on the November <br />2024 ballot. <br />On January 27, 2025, staff provided the City Council with an update and proposed modifications <br />to the ADS. A summary of these modifications and a status update of ADS implementation can be <br />found here. At this meeting, the City Council also directed staff to: <br />1) Conduct a focus group(s) that specifically evaluates the right to return for the substantial <br />remodel of a unit not currently addressed by state law; and <br />2) Draft a comprehensive Tenant Protection Ordinance for City Council consideration, <br />incorporating previously approved City policies, as outlined in ADS (relocation assistance, <br />minimum lease terms and just cause protections), and right to return policy based on staff <br />and focus group recommendations and any recent changes to state law. <br />In July 2025, City staff and members of the Ad Hoc invited representatives from Faith in Action <br />(FIA), Legal Aid Society of San Mateo County (Legal Aid), Community Legal Services in East Palo <br />Alto (CLSEPA), California Apartment Association (CAA), and San Mateo County Association of <br />Realtors (SAMCAR) to participate in focus groups to refine the right to return recommendations. <br />While Legal Aid, CLSEPA, CAA, and SAMCAR all agreed to meet, members of FIA declined the <br />invitation to participate. A summary of the feedback received from these focus groups is included <br />as Attachment D. <br />ANALYSIS <br />This report is structured as follows: <br />1. Review of the Tenant Protection Ordinance (Table 2 below) which addresses the existing, <br />previously approved policy direction in the ADS. <br />2. A review of the research and outreach the staff conducted on right to return, the <br />recommendations made by the HHCC and staff’s recommendations. <br />Tenant Protection Ordinance <br />Recommendation #1 in the ADS proposed to refine and update the City’s existing tenant protection <br />ordinances, specifically the RAO and MLTO. Recommendation #1 includes eight amendments which are <br />intended to provide more streamlining and clarity to the processes, while adding and expanding <br />protections to cover a wider range of housing types and situations. As previously noted, since the adoption <br />of the TPA in January 2020, the City’s relocation assistance ordinance has been preempted by the TPA <br />which covers just cause for eviction and provides that rental units shall not be subject to both a local <br />ordinance and the TPA. The Tenant Protection Ordinance will provide greater benefits than the TPA and, <br />if adopted, will apply to rental units instead of the TPA provisions regarding just cause eviction and <br />relocation.
