Retain the <br />income eligibility <br />criteria (tenants <br />must earn 80% AMI <br />or less) for the RAO. <br />The City will also <br />revise the income <br />eligibility process to <br />reduce the burden <br />of proof <br />requirements for <br />tenants. <br />The income eligibility criteria for the City’s relocation assistance <br />program have been retained to ensure that the residents most <br />in need continue to receive enhanced relocation benefits. <br />Under the TPA, all tenants, regardless of household income, are <br />entitled to relocation assistance equal to one month of their <br />current rent. Tenants who qualify as low-income or meet the <br />“special circumstances” criteria under the City’s ordinance are <br />eligible for additional relocation benefits. Tenants who are not <br />low income will still receive one month of current rent in <br />relocation assistance consistent with the TPA. <br />Although not included in the TPO itself, City staff will implement <br />administrative guidelines for the TPO that outline a streamlined <br />and updated income eligibility process, further simplifying <br />access to relocation benefits. This approach ensures that the <br />most vulnerable tenants can readily access support while also <br />reducing the administrative burden of means testing. <br />Modification <br />to existing <br />City policy to <br />align with <br />State Law <br />4. Expand the <br />property eligibility <br />for Relocation <br />Assistance from <br />buildings with 5 or <br />more units to <br />include 2 to 4 unit <br />buildings occupied <br />by tenants to align <br />with the TPA. <br />The ordinance has been updated to expand the properties <br />covered to be consistent with the TPA. The provisions of the <br />updated TPO will apply to all rental properties, except for the <br />following: <br />•Institutional or shared housing - housing in hospitals, <br />religious facilities, extended/residential care facilities, <br />dormitories for students, or where the tenant shares <br />bathroom or kitchen facilities with the owner who <br />maintains their principal residence at the rental unit. <br />•New construction - housing that has been issued a <br />certificate of occupancy within the last 15 years. <br />•Single-family homes and condominiums - unless the <br />owner is a real estate investment trust, a corporation, or a <br />limited liability company in which at least one member is a <br />corporation. <br />•Deed-restricted affordable housing - for persons and <br />families of very low, low, or moderate income <br />•Short term housing - in hotels, motels, inns, tourist homes <br />and boarding or lodging houses. <br />•Mobilehome spaces <br /> <br />Expanding property eligibility to include 2-4 unit buildings <br />would increase tenancies covered under the TPO by <br />approximately 18% or 1,671 housing units.
