Page 1 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: October 13, 2025 <br />SUBJECT <br />Public hearing to review and receive comments on Redwood City Water Utility Division 2025 Public Health <br />Goal Report <br />RECOMMENDATION <br />Hold a public hearing to receive and acknowledge comments from the public on the 2025 Public Health <br />Goal Report and refer any comments to the Public Works Services Department for response and further <br />consideration as appropriate. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The City of Redwood City is required by the California Health and Safety Code to prepare a brief report <br />regarding the public water system when it detects one or more contaminants in drinking water exceeding <br />the applicable public health goal (PHG). A PHG is a non-enforceable goal established by the California <br />Environmental Protection Agency’s Office of Environmental Health Hazard Assessment (OEHHA) and is <br />not to be confused with a Maximum Contaminant Level or an Action Level. A Maximum Contaminant Level <br />is the enforceable level of a contaminant that is allowed in drinking water as established by the United <br />States Environmental Protection Agency (EPA) and the California State Water Resources Control Board <br />Division of Drinking Water (DDW). An Action Level is the enforceable level for lead or copper that is <br />allowed in drinking water as established by the EPA and DDW. <br />The California Health and Safety Code specifies that every three years, public water systems serving more <br />than 10,000 service connections shall prepare a brief report to inform the public of any contaminant <br />exceeding the applicable PHG.
