Page 3 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />fixtures purchased prior to 1997 were made of brass or chrome-plated brass containing up to 8 percent <br />lead. Water sitting overnight (or for several hours) in a brass fixture tends to leach lead from the interior <br />of the fixture where the water is in contact with the brass and may produce relatively high lead levels in <br />the first draw of drinking water. In many cases, risk of lead exposure can be reduced by flushing the fixture <br />for a short period (1 or 2 minutes) before using the water for drinking or cooking or replacing old fixtures <br />with new lead-free fixtures. Staff informed the property owners whose water samples were at levels <br />above the PHG of 0.2 ppb of the result and of steps they can take to reduce their exposure. <br />To reduce health risk, the EPA requires water systems to implement the best available technology that <br />will reduce lead levels below the Action Level if it is exceeded. The best available technology for lead is to <br />control the corrosiveness of the water and the effects of leaching. Even though lead levels are below the <br />Action Level, Redwood City has implemented corrosion control practices in coordination with the San <br />Francisco Public Utilities Commission to minimize the potential for lead contamination in drinking water <br />through leaching of lead from plumbing fixtures containing lead. <br />EQUITY IMPACT STATEMENT <br />Equity and/or inclusion was considered in development or implementation of item through the <br />following means: <br />Equity considered in after-the-fact analysis due to: <br />Lead tap sampling is conducted every three years based on rules and procedures established by <br />the EPA in 1991 and was last conducted in August 2024. <br />Application of a geographic equity index to see if underserved areas (areas experiencing inequities right <br />now) are more or less impacted by this intervention: <br />Staff reviewed property records to determine the probability homes were built using copper <br />plumbing with lead solder together with the 2024 Lead Tap Sampling results to see if any <br />underserved areas are disparately impacted. Homes in this category were found to be evenly <br />distributed through the water service area with slightly less concentrations in underserved areas, <br />and homes with tap sampling results above the PHG were not found to be in underserved areas. <br />9.B. - Page 3 of 27 <br />192
