Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: October 13, 2025 <br />SUBJECT <br />Adopt an ordinance approving the Affordable Housing Incentive Program, which would temporarily <br />amend the requirements of the Affordable Housing Ordinance through June 30, 2027 <br />RECOMMENDATION <br />Waive the second reading and adopt an ordinance temporarily amending Article 29 (Requirements for <br />Affordable Housing) of the Zoning Code by reducing Affordable Housing Requirements for Pipeline <br />Projects (Affordable Housing Incentive Program) through June 30, 2027. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />On September 8, 2025, the City Council considered the Affordable Housing Incentive Program and waived <br />the first reading and introduced an Ordinance (Attachment A) approving the Affordable Housing Incentive <br />Program, which would amend the requirements of the Affordable Housing Ordinance (Affordable Housing <br />Ordinance or AHO) through June 30, 2027. <br />ANALYSIS <br />If the Ordinance is adopted, amendments to Article 29 (Requirements for Affordable Housing) of the <br />Redwood City Zoning Code to temporarily reduce affordable housing requirements for pipeline projects <br />(Affordable Housing Incentive Program) will become effective 30 days after adoption of the Ordinance <br />(Attachment A). <br />7.D. - Page 1 of 9 <br />20
