By motion, accept the Jardin de Niños Park Expansion Project and authorize <br />the release of bonds and retention according to City procedures to McNabb <br />Construction, Inc.; and <br />2. By motion, accept the supply of metal frame structure and authorize the <br />release of bonds and retention according to City procedures to Park Associates <br />DBA Park Planet. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />7.C.Final acceptance of the Fair Oaks Community Center Multi-Purpose Room <br />(MPR) Kitchen Remodel Project <br />Recommendation: <br />By motion, accept the Fair Oaks Community Center Multi-Purpose Room (MPR) <br />Kitchen Remodel Project at 2600 Middlefield Road, and authorize the release of <br />bonds and retention according to City procedures. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />7.D.Adopt an ordinance approving the Affordable Housing Incentive Program, <br />which would temporarily amend the requirements of the Affordable Housing <br />Ordinance through June 30, 2027 <br />Recommendation: <br />Waive the second reading and adopt an ordinance temporarily amending Article <br />29 (Requirements for Affordable Housing) of the Zoning Code by reducing <br />Affordable Housing Requirements for Pipeline Projects (Affordable Housing <br />Incentive Program) through June 30, 2027. <br />CEQA: <br />The Affordable Housing Incentive Program is not subject to the California <br />Environmental Quality Act (“CEQA”). The proposed Program is not considered a <br />project under Public Resources Code Section 21605, and Guidelines Section <br />15378, and even if it were a project, it would be categorically exempt under CEQA <br />Guidelines Section 15061(b)(3), as the Affordable Housing Incentive Program <br />does not have potential for a direct physical effect in the environment or a <br />reasonably foreseeable indirect effect on the environment.
