Act as a community liaison and Library advocate by actively soliciting community input and <br />providing feedback to the public concerning Library policies and services, as well as issues being <br />considered by the City <br />D. Seek collaborative opportunities to cultivate partnerships, raise funds and recruit volunteers <br />E. Be well informed about public policy and other issues affecting the Library <br />F. Act as an advocate for legislation and funding that will help meet identified needs of the <br />community and Library <br />G. Enthusiastically represent the Library at the community and regional level <br />H. Review and comment on the Library Director's proposed budget prior to submission to the City <br />Manager and City Council <br />I. Appoint, chair and disband committees as needed, to study issues to the extent and purpose <br />defined by the Library Board <br />J. Provide advice on matters assigned by the City Council <br />K. Make recommendations to the Library Director and/or City Manager pertaining to the disposition <br />of major gifts of money, personal property and real property to the City to be used for Library <br />purposes <br />L. Provide input regarding the construction and renovation of capital facilities <br />The Library Board’s proposed work plan for Fiscal Years 2025-26 and FY 2026-27 supports the City <br />Council’s Strategic Plan with particular emphasis on equity and children and youth. In developing the work <br />plan, the Library Board looked at the three community aspirations that form the basis of the Library <br />Service Priorities: Belonging, Growth, and Wellness. The Service Priorities summarize what the Library <br />heard from the community in its 2025 RCPL Listens community engagement conversations. <br />The Library Board considered the intersections between these three service priorities and the Board’s <br />powers and duties enumerated above to develop a work plan for the next two years. The full plan is <br />attached to this report as Attachment A. The work plan is organized in four sections: Support Library <br />Initiatives, Foster Community Connections, Promote Library Services to the Public, and Advocate for <br />Library Legislation and Funding. <br />Activities to Support Library Initiatives include, but are not limited to, supporting the implementation of <br />the new Service Priorities of Belonging, Growth, and Wellness; continuing to provide Library Board Picks; <br />volunteering to support the Library; and making recommendations to the director with a focus on access <br />and services for historically marginalized populations. To Foster Community Connections, the Library <br />Board will solicit and share feedback from the public and other City BCCs; facilitate communication among <br />Library support groups; and maintain a presence at community meetings and events. Promoting Library <br />Services to the Public will include highlighting signature events and those that support Library Service <br />Priorities; educating residents about volunteer and financial support opportunities; and participating in <br />Library outreach at community events. The Library Board will Advocate for Library Legislation and Funding <br />at the local, state, and federal levels through individual and collective actions; participate in education <br />and advocacy efforts about book banning and intellectual freedom; and learn from library supporters in <br />other jurisdictions through membership and engagement with professional associations. <br />8.A. - Page 3 of 18 <br />42
