ATTY/ORD.0007/CC ORD TEMPORARILY AMENDING ZONING CODE (AFFORDABLE HOUSING INCENTIVE PROGRAM) <br />REV: 08-27-25 VR <br />Page 2 of 6 <br />production of affordable housing units, as well as the creation of jobs and growth of tax <br />revenue; and <br /> <br />WHEREAS, as the AHO inclusionary housing requirements are contributing to the <br />economic infeasibility of residential development, temporarily reducing the AHO <br />requirements, such as reducing the inclusionary housing percentage rates required for <br />rental and ownership projects, as set forth in Section 4 below (“Affordable Housing <br />Incentive Program”), may stimulate residential development, increase production of both <br />market rate and affordable housing, create jobs, and grow tax revenue; and <br /> <br />WHEREAS, on August 19, 2025, the Planning Commission held a duly-noticed <br />public hearing on the proposed Affordable Housing Incentive Program in accordance with <br />all applicable requirements; and <br /> <br />WHEREAS, after the public hearing, the Planning Commission voted in favor (5- <br />1) of adopting a resolution recommending that the City Council adopt the Affordable <br />Housing Incentive Program; and <br /> <br />WHEREAS, on September 8, 2025, the City Council held a duly-noticed public <br />hearing on the proposed Affordable Housing Incentive Program as required by state law <br />and the Redwood City Zoning Ordinance Section 49.3 to review and consider the <br />Affordable Housing Incentive Program; and <br /> <br />WHEREAS, after public hearing, the City Council has considered the whole of the <br />record for the Affordable Housing Incentive Program, including all relevant testimony, and <br />determined that it desires to adopt the Affordable Housing Incentive Program. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />DOES ORDAIN AS FOLLOWS: <br /> <br />SECTION 1. RECITALS <br /> <br />The foregoing recitals set forth above are true and correct and are hereby <br />incorporated by this reference as if fully set forth in their entirety. <br /> <br />SECTION 2. FINDINGS <br /> <br />A. The City Council hereby finds that the Affordable Housing Incentive <br />Program is consistent with the City’s General Plan and housing priority policies <br />and will serve the public necessity, convenience and welfare for the reasons set <br />forth in the staff report associated herewith and the Council adopts such reasons <br />as its own. <br /> <br />B. The City Council further finds that the Affordable Housing Incentive <br />Program, in which the AHO is temporarily amended to reduce the affordable <br />housing requirements for Pipeline Projects, is a programmatic regulatory
