By motion, determine that due to the nature of the services, a competitive bidding process is not likely <br />to serve the best interests of the City and the contract may be awarded without a competitive bidding <br />process, and approve and authorize the City Manager to execute the Live Performance Agreement <br />between the City of Redwood City and Zoppé Circus in an amount not to exceed $295,000 (requires <br />5/7 vote); and <br />2. Adopt a resolution of the City Council of the City of Redwood City establishing a temporary one-hour <br />time limit on the use of parking spaces in Library Lots A, B, and C. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Economic Vitality <br />BACKGROUND <br />Since 2008, the City of Redwood City has presented Zoppé Circus. The addition of a family friendly program <br />at the end of October helped to extend the season of events provided a large draw to Redwood City. The <br />Parks, Recreation and Community Services (PRCS) Department staff worked alongside a consultant <br />(Labadie Productions) to host and coordinate the operations for Zoppé Circus. The inaugural year of the <br />Circus realized a net loss of $35,927 for one week of performances. However, we received rave reviews, <br />sold over 3,000 tickets and knew that with some modifications, we could eventually turn a profit. In 2010, <br />with two weeks of performances and almost 7,000 tickets sold, PRCS staff was able to take over <br />management of the Circus and cover the entire costs of the circus. For the past seventeen years, even in <br />2020 with a modified show due to the COVID-19 pandemic, PRCS was able to realize a profit. In 2013, due <br />8.E. - Page 1 of 18 <br />325
