Redwood City Police Department <br />Redwood City PD Policy Manual <br />Military Equipment Use <br />Copyright Lexipol, LLC 2022/03/23, All Rights Reserved. <br />Published with permission by Redwood City Police <br />Department <br />DRAFT Military Equipment Use 37 <br />Equipment Type: Wheeled vehicles that have a breaching apparatus attached - CA <br />Gov’t Code §7070(c)(3) <br />Equipment: Lenco Bear with MARS ladder system <br />Quantity Owned/Sought: 1 (Not owned by <br />RCPD) <br />Lifespan: 25 years <br />Equipment Capabilities: Fully armored vehicle providing safety in dangerous environments. <br />Also equipped with a ladder system for tactical entry and rescue missions capable of <br />breaching doors, gates, and other points of entry. <br />Manufacturer Product Description: The BEAR MARS combines Lenco’s largest armored <br />transport vehicle with the Mobile Adjustable Ramp System (MARS) manufactured by Patriot3 <br />Inc. The MARS is equipped with “dual, side-by-side hydraulic ramps which allow <br />simultaneous elevated access at varying heights”. The combined Lenco-Patriot3 package <br />offers among the highest elevated access in an armored platform in the world. <br />Purpose/Authorized Uses: This vehicles primary purpose is to provide ballistic protection to <br />occupants inside. It is commonly used to transport people from an area of danger to an area <br />of safety. When officers are required to stay in an area of danger it provides protection. This <br />vehicle is used upon a request for mutual aid for critical incidents, planned SRT operations <br />and training. <br />Fiscal Impacts: None. Equipment is owned through the San Mateo County Sheriff’s Bureau <br />of Emergency Services and is operated and stored at the Daly City Police Department. <br />Legal/Procedural Rules Governing Use: Breaching vehicles can be deployed any time <br />tactical operators determine that it is necessary to complete a lawful breaching. For a <br />breaching to be lawful, it will generally need to be supported by a search or arrest warrant, or <br />exigent circumstances. In accordance with all State and Local laws and any applicable <br />Redwood City Policies. <br />Training Required: The Daly City Police Department provides trained personnel to operate <br />this vehicle. <br />Other Notes: This vehicle has no offensive capabilities and is solely used to provide <br />increased safety to personnel and the public. <br />8.G. - Page 41 of 44 <br />409
