The estimated cost is $10,000–$20,000. <br />Public outreach: Public meetings should be held to inform the community on the anticipated <br />projects, schedule, benefits, and cost estimates. The estimated cost is $30,000-$50,000. <br />Funding feasibility study: To support ongoing stormwater funding, the City should conduct a <br />funding feasibility study evaluating a special tax versus a property-related fee. The study would <br />include preliminary rate calculations, assess impacts on stakeholders, and evaluate public opinion <br />research to identify the most viable funding strategy. The estimated cost is $50,000–$100,000. <br />Operations and Maintenance assessment: An Operations and Maintenance (O&M) assessment <br />is recommended to evaluate the effectiveness, efficiency, and completeness of the City’s current <br />stormwater practices. The assessment would review existing maintenance procedures, <br />responsibilities, and equipment; develop standardized operating procedures for inspections and <br />maintenance across all asset types; evaluate asset management systems for consistency and <br />accuracy; and assess organizational structure and staffing to identify opportunities for improved <br />efficiency and risk reduction. The estimated cost is $40,000–$60,000. <br />Developing the Master Plan: The Stormwater Master Plan should document the existing system, <br />current performance, and areas subject to flooding; prioritize improvement projects with <br />associated cost estimates; summarize technical methodologies and modeling results; and include <br />an operations and maintenance plan and financial analysis. The estimated cost is $40,000– <br />$50,000. <br />Conceptual designs: The highest-priority stormwater projects should be identified and conceptual <br />designs developed. These planning-level designs will demonstrate project viability, support <br />detailed planning, and enhance competitiveness for funding through grants and other sources. <br />The estimated cost is $50,000–$100,000. <br />While individual components of the stormwater master plan can be completed separately if funding <br />is limited, staff recommends that the plan be developed sequentially as a single, comprehensive <br />analysis.
