Redwood City Stormwater Roadmap
What is Redwood City’s Stormwater System?
September 2025 2-1 Schaaf & Wheeler
2 What is Redwood City’s Stormwater System?
Redwood City’s stormwater system is a diverse and complex network designed to manage runoff
from storm events and protect the community from localized and regional flooding. The system
spans both natural and engineered infrastructure and includes:
 Natural creeks (e.g., Redwood Creek, Cordilleras Creek)
 Concrete-lined channels
 Underground storm drain pipe networks
 Green infrastructure, such as bioretention areas
 Man-made lagoons in Redwood Shores
 Levees along tidal areas
 Stormwater pump stations
Each of these components plays a critical role in protecting people, property, and infrastructure.
Figure 1 provides a system-wide view of these elements. Note that Lower Emerald Lake and
Emerald Lake Dam are at the edge of City limits but are privately owned and maintained.

11.A. - Page 13 of 53
444
