For GI facilities installed under private <br />development conditions, the City coordinates maintenance expectations with property owners or <br />HOAs, ensuring functionality and compliance with permit requirements. <br />3.3 Current Funding Sources <br />Redwood City funds its stormwater infrastructure projects through a combination of local funds <br />and state and federal grants. While the City has been successful in securing external funding for <br />major improvements, the absence of a dedicated stormwater enterprise fund means that <br />implementation often depends on one-time allocations and competitive grant awards. <br />3.3.1 Local Capital Funding <br />The City’s primary internal funding source is the Capital Outlay Fund (Fund 357), which is <br />supported by revenue from the Utility Users Tax. This fund is restricted to capital improvement <br />projects, including stormwater infrastructure. However, stormwater infrastructure is a low <br />percentage of the fund’s total expenditure. <br />3.3.2 Federal, State, and Regional Grants <br />The City has been awarded federal funding, particularly from the Federal Emergency <br />Management Agency (FEMA) and through Congressional Community Project Funding (CPF). <br />Congressional Community Project Funding (CPF) allows U.S. House members to request federal <br />funds for specific local projects through the annual appropriations process. CPF supports publicly <br />beneficial, community-backed initiatives, such as infrastructure, public safety, and development <br />projects. <br />The City has also received funding from the California Natural Resources Agency, the U.S. <br />Environmental Protection Agency (EPA), and the City/County Association of Governments <br />(C/CAG) of San Mateo County. <br />3.3.3 Ongoing Maintenance Funding <br />Routine stormwater maintenance is primarily funded through the Public Works Services (PWS) <br />operating budget. For example, regular pump station, catch basin, concrete-lined channel, levee, <br />and lagoon maintenance is funded from various operating budgets. <br />3.3.4 Supplemental General Fund Support <br />In the absence of a dedicated stormwater utility or long-term revenue stream, the City has relied <br />on one-time General Fund allocations to support urgent or large-scale stormwater needs. <br />11.A. - Page 17 of 53 <br />448
