Redwood City Stormwater Roadmap <br />Recommended Assessments <br />September 2025 6-4 Schaaf & Wheeler <br />6.1.6 Shoreline Infrastructure <br />ESA’s Sea-Level Rise Vulnerability and Adaption Planning Study should be reviewed and <br />recommended capital improvements that are yet to be completed should be catalogued to be <br />included in the prioritization of capital improvement projects. The study included a planning-level <br />assessment of shoreline infrastructure and sea-level rise risk for the City and detailed suggested <br />infrastructure improvements along the shoreline and provided cost estimates (ESA, 2024). <br />Estimated Cost: $20,000 to $40,000 <br />6.1.7 Identifying and Prioritizing Capital Improvement Projects <br />It is recommended the capital improvement projects include both conveyance infrastructure and <br />shoreline infrastructure detailed in ESA’s Sea-Level Rise Vulnerability and Adaption Planning <br />Study (ESA, 2024). <br />For conveyance infrastructure, hydraulic modeling results and condition assessments should be <br />utilized to determine and map level of service (LOS) limitations. Remedies for system issues <br />should be developed on a coarse level along with initial prioritization. <br />Infrastructure priorities should be based on life safety and property damage potential. These initial <br />capital improvement projects should be presented to the City for review and comment. Once the <br />list of the most critical projects has been established, priority rankings and costs should be applied <br />to all identified CIPs. <br />Based on identified funding sources, a CIP schedule should be developed. The planning horizons <br />are likely immediate, 5-year, 10-year, and 20-year, or as otherwise established with the City. <br />While these projects require upfront investment, improvements to the City’s stormwater and <br />shoreline systems yield significant long-term savings by reducing flood damage, lowering <br />emergency response costs, and preserving property values. Every dollar invested in resilient <br />infrastructure is expected to return multiple dollars in avoided losses and economic stability, <br />making these improvements not only critical for public safety but also a fiscally responsible <br />strategy for the City. <br />Estimated Cost: $60,000 to $80,000 <br />6.1.8 Cost Estimate <br />Cost estimates should be prepared for the identified projects using a combination of regional data, <br />published data, and recent projects that have gone to bid. Condition-related project costs should <br />be based on recent construction bids for similar work. Project contingencies should be developed <br />to estimate the soft costs that cannot be detailed at the conceptual design level. Soft costs should <br />include design, permitting, easement or right-of-way acquisition, and any other associated costs <br />to complete the project. <br />Estimated Cost: $10,000 to $20,000 <br />11.A. - Page 27 of 53 <br />458
