<br />ATTY/RESO.0108/CC RESO APPROVING AMENDMENT NO. 2 TO RECOLOGY SAN MATEO FRANCHISE AGREEMENT – EXHIBIT B <br />REV: 11-04-25 MI <br />Page 11 of 11 <br />ATTACHMENT M <br />AGENCY'S FRANCHISE FEES AND OTHER FEES <br /> <br />FRANCHISE FEE <br />In consideration of the exclusive franchise granted to Contractor by this <br />Agreement, and to reimburse Agency for costs incurred in administering <br />this Agreement, Contractor shall pay to Agency an annual Franchise Fee <br />in the amount of $3,854,064, effective January 1, 2026, $3,988,956, <br />effective January 1, 2027. For future years, the franchise fee will be <br />increased, on each January 1, by the annual percentage change in the <br />Consumer Price Index for All Urban Consumers (CPI-U) in the San <br />Francisco-Oakland-Hayward region (Series ID CUURA422SA0), as <br />reported and published by the U.S. Department of Labor, Bureau of Labor <br />Statistics for the twelve-month period ending the previous August 31. <br />AB 939 FEE <br />To reimburse Agency for the cost of administering diversion programs <br />established in response to statewide diversion goals set forth in AB 939 <br />(Public Res Code §§ 41780 et seq.) and amendments thereto, Contractor <br />shall pay to Agency an annual AB 939 fee in the amount of $103,585, <br />effective January 1, 2026, and $107,210, effective January 1, 2027. For <br />future years, the AB 939 fee will be increased, on each January 1, by the <br />annual percentage change in the Consumer Price Index for All Urban <br />Consumers (CPI-U) in the San Francisco-Oakland-Hayward region (Series <br />ID CUURA422SA0), as reported and published by the U.S. Department of <br />Labor, Bureau of Labor Statistics for the twelve-month period ending the <br />previous August 31. <br />ADMINISTRATIVE FEE <br />In consideration of the exclusive franchise granted to Contractor by this <br />Agreement, and to reimburse Agency for costs incurred in administering <br />solid waste and recycling programs, Contractor shall pay to Agency an <br />annual Administrative Fee in the amount of $64,643, effective January <br />1, 2026, and $66,906, effective January 1, 2027. For future years, the <br />administrative fee will be increased, on each January 1, by the annual <br />percentage change in the Consumer Price Index for All Urban Consumers <br />(CPI-U) in the San Francisco-Oakland-Hayward region (Series ID <br />CUURA422SA0), as reported and published by the U.S. Department of <br />Labor, Bureau of Labor Statistics for the twelve-month period ending the <br />previous August 31. <br />
