4. Environmental and Regulatory Compliance
Proportion of collected waste landfilled vs recycled vs composted.
Documentation of contamination costs, regulatory fines, or state mandates contributing
to rate hikes.
Planned or ongoing sustainability program investments that are being factored into
customer rates.
5. Equity and Rate Structure
Justification for the disproportionately higher per-gallon cost for smaller carts relative to
larger carts.
Any analysis conducted on the equity impacts of this rate structure.
Consideration of alternative structures, including more graduated per-gallon pricing or
low-income discounts.
These data points are essential for residents to assess whether the proposed increases are
reasonable, equitable, and aligned with the actual cost of service. Without them, it is difficult
to evaluate whether the uniform increases disproportionately burden small-cart customers or
whether efficiencies and cost savings have been fully explored.
I respectfully request that this information be made available to the public in advance of the
November 10, 2025 public hearing, so residents may participate in an informed manner.
Thank you for your attention to this matter.
Sincerely,
Joshua Brooks
Redwood City Resident
Parcel: 069-083-050
Address: 2731 Goodwin Ave
