Equity and Rate Structure <br />Justification for the disproportionately higher per-gallon cost for smaller carts relative to <br />larger carts. <br />Any analysis conducted on the equity impacts of this rate structure. <br />Consideration of alternative structures, including more graduated per-gallon pricing or <br />low-income discounts. <br />These data points are essential for residents to assess whether the proposed increases are <br />reasonable, equitable, and aligned with the actual cost of service.
