Learn why this is <br />important <br />Dear Mayor and Council Members, <br />Please find my statement of protest against the proposed change in water rates below. I am <br />Mark Moulton, the water customer of record. Our address is 561 Lakeview Way, Emerald <br />Hills, CA 94062. I intend to bring a signed hard copy of this letter to the Council meeting, <br />Monday evening November 10th to provide the required signature. <br />Statement: <br />We have been fresh water customers of the City of Redwood City for thirty-eight years. We <br />are delighted by the quality of our water. We are not voters in Redwood City. We have <br />worked well in the past with Public Works on water rates and improvements to the water <br />supply infrastructure that serves our neighborhoods. Emerald Hills is administered by the <br />County of San Mateo. The Redwood City Council will continue to make decisions about our <br />water costs. <br />There are two parts to the proposed water price increases. <br />1. Water: The price per unit of water is set for Redwood City by the SFPUC and BAWSCA <br />2. RWC water infrastructure and labor: Costs for infrastructure, maintenance and financing <br />costs for the water reuse system in Redwood City, as well as employee cost of living increases <br />are passed through to ratepayers. <br />1. Our protest regarding the Water costs are represented in the two pages of slides attached. It <br />is clear to us that the SFPUC and BAWSCA have been overestimating annual water needs for <br />many years. The agencies are therefore overcharging per unit since their estimates require that <br />they be prepared to provide more water than they can actually sell. This has been chronically <br />true as shown in the attached slide. <br />Our request to the Council as a significant water customer, is to consider making estimates for <br />anticipated fresh water needs accurate. Please then push back up through your BAWSCA <br />representative to the SFPUC Board of Directors with a request that they make their future <br />plans based on accurate estimates of water needs. <br />Furthermore, we request that since the rates have skyrocketed over the last number of years <br />after the $4+billion dollar infrastructure upgrades (plus the associated $4+ billion dollar <br />financing costs) that as our representatives the Council ask the SFPUC to defer major capital <br />projects that require more spending and borrowing of public funds. Such proposed upgrades to <br />supply water that is not needed are a burden on local ratepayers. <br />2. Our protest regarding the City infrastructure and labor costs are simply to evaluate if <br />everyone else in Redwood City is getting cost of living and infrastructure maintenance
